It has been recognised that technical work could start in parallel with the formalities required for setting up the Digital Media Project. The Requirements for Interoperable DRM Platforms by Merrill-Schultz are a first attempt at capturing the requirements that should drive the development of TS for Interoperable DRM Platforms and Interoperable End-user Devices, based on elements of the Digital Media Manifesto.

The many questions raised in Comments on "Requirements for Interoperable DRM Platforms" indicate that requirements should be traceable to identified use cases. In other words, use cases should be developed and requirements derived from them.

Suggested use cases are those already developed for the purpose of drafting the Digital Media Manifesto, i.e.
